Often yes, but it depends on the lot rules and the size of the job. Many LA apartment buildings allow basic service in your assigned space. Some buildings forbid any vehicle work, which is something to check with your manager. Tell us your address and we will tell you what we can handle there.
For some jobs, yes. Brake jobs, oil changes, batteries, and most diagnostic work can be done in legal street parking with proper space. Larger jobs that require lifting the vehicle high or draining significant fluids usually need a driveway or private lot.
